| Description | Kevin Conti is a partner at DeCotiis. He joined the firm in 1990 and became a partner in 1997. He is a member of the Public Utility, Public Procurement and Municipal Law practice groups. Mr. Conti’s primary background is in public utility law, resulting from his employment in the Legal Department of the Board of Public Utilities for thirteen years. During his tenure, Mr. Conti was closely involved in significant filings by electric, gas, water and solid waste companies, including requests for approval for rate increases. In addition, as an Administrative Law Judge, Mr. Conti presided over utility cases, as well as other matters, and developed substantial experience in regulatory law. Upon leaving the Board of Public Utilities in 1988, Mr. Conti’s practice has been focused on representing public clients before agencies of the State of New Jersey, including the Board and the Department of Environmental Protection. Mr. Conti has devoted much of his practice to counseling on solid waste matters for both clients responsible for developing county-wide solid waste management plans and those providing solid waste collection and disposal services. Through his representation of clients such as the Jersey City Municipal Utilities Authority, the Hudson County Improvement Authority, the Union County Utilities Authority, the Plainfield Municipal Utilities Authority and Bergen Community College, as well as municipalities, such as North Bergen, Parsippany, Marlboro, Sayreville, and Fort Lee, Mr. Conti has handled a wide range of issues that affect the finances of public entities and the health, safety and welfare of their citizens, engaging in complex permitting matters and negotiations of host community benefit agreements. As well, Mr. Conti has utilized his regulatory background in representing clients, such as the North Jersey District Water Supply Commission, the Township of Marlboro and Aqua New Jersey, Inc. in matters involving acquisitions and rate cases before the Board of Public Utilities filed by major private water supply companies throughout the state. Relying upon his experience in utility law, Mr. Conti has also participated in complicated procurement and contracting issues for public clients under the New Jersey Public-Private Wastewater Contracting Act. Mr. Conti has participated in multifaceted negotiations and prepared contracts for the design, permitting, construction, operation and maintenance of sewage treatment and cogeneration facilities, resulting in substantial savings to local ratepayers. Mr. Conti was awarded an undergraduate degree in Business Administration from The University of Notre Dame in 1971. After graduation, he was a communications consultant for New York Bell Telephone Company in Brooklyn, New York. He received his J.D. from Seton Hall University in 1977. He is a New Jersey native and lifetime resident.
