We conducted one-week trial advocacy/courts martial training courses for U.S. Marine Corps, U.S. Navy, U.S. Army, and U.S. Air Force Judge Advocates in Okinawa, Japan, Korea, Hawaii, San Diego, and Camp Pendleton three to four times annually. I, and my USMC counterpart, were responsible for course material; training schedules at each location; organization, assignment and scheduling of instructors; and actual conduct of the various training sessions. We used the NITA method of instruction with personal and video critiques of each judge advocate student. I also taught and instructed at all of these courses. Later, as Deputy Chief Defense Counsel for the Marine Corps, I became responsible for all of the USMC NITA courses on the east coast, west coast, and Pacific stations and bases. I also taught and instructed at many of these courses. These NITA trial advocacy courses became so popular with unit and base JAGs that the Army, Navy, Air Force, and Coast Guard sent their judge advocates to the Marine Corps training sessions. These courses are still being presented by U.S. Marine Corp Reserve and Navy trial lawyers from around the United States, and around the world wherever there are U.S. military judge advocates. I was one of the original USMC and USMC Reserve Judge Advocates who helped start the Marine Corps program in 1986 upon orders from the Judge Advocate General of the Marine Corps.
