DescriptionWith more than four decades in the construction, design, development and real estate industries, Joseph Bucci counsels his clients on numerous construction related legal matters. Joe represents contractors, subcontractors, suppliers, owners, developers, architects, engineers, sureties, public utilities, health care providers and property managers in matters including commercial, industrial, heavy and highway, healthcare, petro-chemical, gas and oil exploration, pipe lines, pumping stations, wind farms, landfills, treatment plants, federal government contracting, marine and public works construction/development projects. What makes Joe particularly attuned to the construction and development industry is his hands-on experience prior to becoming a construction attorney. Joe was formerly a journeyman steamfitter who worked with the tools in the field. Joe also worked as an estimator, project engineer, construction manager, mechanical/electrical coordinator and a designer/builder for a major general construction company. These experiences in the construction industry gave him years of ground-up, practical construction/engineering experience that he shares with clients. He also served as in-house counsel to a regional general construction company. Combined with his legal skills, risk management and dispute resolution abilities, Joe’s work history has proved to be invaluable to his legal career. He offers clients technical insight, practical experiences and the unique perspective of someone who has been in their shoes, as well as on the other side of trying to resolve the legal and/or operational issues associated with construction or real estate development matters. Joe assists clients with risk management and daily operational issues; lays out strategic options; provides guidance in the areas of employment law, corporate matters and business succession planning; analyzes troubled projects for the submission of requests for equitable adjustments; administers OSHA matters; develops dispute resolution procedures; and engages in mediation, arbitration or litigation proceedings when and as necessary. He serves as an arbitrator for the American Arbitration Association, the Allegheny County Bar Association’s Construction Dispute Resolution Group and the U.S. District Court of Western Pennsylvania. He has qualified to provide Mediation services through the U.S. District Court for the Western District of PA. Joe also offers his services as both a private arbitrator or mediator to others in the construction, engineering, oil and gas, energy and real estate development industries. Joe is often called upon to present construction law seminars and has published numerous articles. Most recently, Joe was a co-author for the book State-by-State Guide to Architect, Engineer and Contractor Licensing (Aspen Publishers, 2010) in the chapters covering Pennsylvania and New Jersey. Joe also publishes the Construction Cases of the Month for HLK Global Communications, Inc. at www.constructionchannel.net. Joe earned his B.A., cum laude, from the University of Pittsburgh and his J.D. from Duquesne University School of Law. He completed the Steamfitters Apprenticeship Program at Allegheny County Community College. Joe is a member of the American Bar Association, Pennsylvania Bar Association, and Allegheny County Bar Association. He is an adjunct professor for the Duquesne University School of Law. Joe is member of the Master Builders’ Association (Construction Education, Contract Documents, Contractor Relations, Risk Management, and Surety Bonding Committees); Associated General Contractors of America (Construction Education, Contract Documents, Surety Bonding, and Risk Management Committees); Surety Association of Pittsburgh; Constructors Association of Western Pennsylvania (Education and Safety Committees); and a former member of the Board of Directors of the Associated Builders and Contractors of Western Pennsylvania. He serves on the Board of Directors for the Spina Bifida Association of Western Pennsylvania and is President of their housing organization, Spina Bifida Housing, Inc. Joe also serves on the Board of Certified Remote Pilots Association of America, an organization serving the drone industry.
